On 23 July, the European Union enacted a ban on imports of mirrors originating in Russia. The ban covers all types of mirrors, including automotive mirrors, as it encompasses the entirety of CN code 7009: “glass mirrors, whether or not framed, including rear-view mirrors”. The provision entered into force immediately, with a wind-down period until 25 October 2026 for contracts concluded before 24 July 2026[i].
Since Russia’s military invasion of Ukraine, the European Union has put in place trade sanctions against both Russia and Belarus. Belarus is sanctioned for supporting the Russian invasion. Among these sanctions, imports into the EU of a wide range of products have gradually been banned, including many flat glass products
To ensure that all actors and traders in the European flat glass market are well informed, the following is a summary of the import bans in force in the European Union as of 25 August 2026.
Goods whose imports from RUSSIA is banned:
- HS codes starting 7003: all types of cast glass and rolled glass in sheets
- HS codes starting 7004: all types of drawn glass and blown glass in sheets
- HS codes starting 7005: all types of float glass in sheets
- HS codes starting 7006: all types of glass in sheets, be it float, cast, rolled, drawn or blown, which has been either bent, edge-worked, engraved, drilled, enamelled or further processed.
- HS codes starting 7007: all types of tempered glass and laminated glass be it for the building, automotive or any other segment.
- HS codes starting 7008: multiple-walled insulating glass units
- HS codes starting 7009: all types of mirrors, including rear-view mirrors
Goods whose imports from BELARUS is banned:
- HS codes starting 7005: all types of float glass in sheets
- HS codes starting 7007: all types of tempered glass and laminated glass be it for the building, automotive or any other segment.
