Back in September, GGF Scotland brought together 34 GGF members and representatives from Building Standards Scotland to examine proposals for the Scottish Energy Consultation, providing an opportunity for members to discuss potential implications for the glass and glazing industry.
The GGF Scotland Members Working Group met on Thursday 17th September at GGF member NorDan's Livingston premises, with 24 GGF members attending in person and a further 10 joining online.
The meeting focused on the Stage 2 Scottish Energy Consultation, which ran from 24th July to 16th October 2026.
Representatives Stephen Garvin and Danny Henderson from Building Standards Scotland (BSS) joined the meeting to outline what was being sought through the consultation and provide members with an opportunity to raise initial questions about the proposals.
The consultation sought views on proposed energy and environmental performance targets for the new Standard, alongside plans for an enhanced compliance process. This included guidance to support the requirement to submit energy and environmental design and construction statements, as well as items relating to indoor air quality and overheating.
Building Standards Scotland stated that by reducing operational energy demand, improving ventilation and indoor air quality, and strengthening construction assurance, the new Standard would support Scotland's statutory 2045 Net Zero targets, 2040 Fuel Poverty targets and 2030 Child Poverty targets.
The proposals also support wider Scottish Government policy objectives, including those set out within the Environment Strategy, Heat in Buildings Strategy and Housing to 2040.
For businesses operating within the glass and glazing sector in Scotland, the Working Group provided an opportunity to better understand the proposals and consider their potential implications for the industry.
During the meeting, Kevin Jones, GGF Technical Director, provided members with further information on the 33 questions included in the consultation.
He also outlined the GGF's work to prepare a draft response, intended to support members in understanding the proposals and developing their own submissions.
The 2.5 hour session generated positive feedback from attendees, who described the meeting as worthwhile and informative and highlighted the value of receiving information directly relevant to their businesses.
With 34 GGF members participating across the in-person and online session, the meeting demonstrated the importance of bringing members together to discuss forthcoming regulatory changes and providing opportunities to engage directly with those involved.
The GGF would like to thank NorDan for hosting the Working Group, Stephen Garvin and Danny Henderson for providing their insight and answering members' initial questions, and Ann-Marie Waugh, GGF Regional Manager Scotland, for arranging the meeting.
Following the close of the consultation, Building Standards Scotland will be contacting the GGF to arrange a further Scotland Members Working Group meeting. This follow-up session will provide an opportunity to discuss the consultation responses in greater detail, offer additional context and address any questions arising from the industry's feedback. The meeting will also help ensure that the views and concerns of the glass and glazing sector continue to be considered as the proposals progress.
