The European Union proposed an expansion of the bloc's powers to protect companies in Europe against unfair competition from abroad, a sign of an increasingly combative stance seen aimed at checking China's rising export power.

The proposal comes as the European Commission, the EU's executive arm, is considering whether to move against China in major trade disputes involving solar panels and telecommunications equipment.

A delegation of commission officials flew to Beijing on Wednesday at the request of the Chinese government for talks on the two cases, an EU official said.
