Joint meeting of the «StekloSoyuz of Russia» and TC 465 «Construction»

As part of the implementation of plans for cooperation between the SSR and TC 465 "Construction" in StekloSoyuz of Russia on June 14, a joint meeting was held.

The meeting was attended by the heads of the glass industry enterprises, research institutes, construction institutes, the technical committee for standardization of TC 465 "Construction", branch Associations and Associations related to the glass industry.

The main topics that were discussed at the meeting:

Improvement of the regulatory and legal framework for the use of glass in construction;

The current situation with the development of standards and consideration of proposals of the members of the Public Council for inclusion in the Standardization Plan of national and interstate standards, as well as in the Work Plan of the Ministry of Construction for the Scientific Research Institute OKW for 2019-2020. Organization of system interaction between glass and light-transparent structures manufacturers and the construction community.

The issues of safety of building materials based on glass and interaction with relevant ministries, departments, supervisory and supervisory bodies on bringing in compliance the regulatory and legal framework for the use in the construction of safe and fireproof glass.

The meeting was opened by Osipov Viktor Ivanovich, President of the StekloSouz of Russia, in his report he expressed confidence that the joint efforts of experts of the glass industry, science, education and technical committees will be guaranteed to ensure the safety of citizens.

Vlasova Tatyana Vladimirovna chairperson of PC 24 TC 465 "Construction" spoke about the factors hampering the development of production of safe translucent structures and ways to solve the tasks.

Participants of the meeting decided to conduct a comprehensive analysis of the current regulatory and legal framework in the sphere of production and application of construction products based on glass. Based on the analysis, outline the priority regulations that should be developed, as well as obsolete regulatory documents that need to be updated.

The priority documents to be developed are firstly outlined in the drafting of the Code of Conduct on the Safe Glazing of Buildings and Structures with Mass Detection of People and Social Infrastructure. Rules of design, installation and control.

The corresponding application to the Ministry of Construction of Russia for inclusion of the Ministry of Construction plan for the development of standards for 2019 and the National Standardization Program for 2019 - 20120 will be sent again by NIISF RAASN together with the StekloSouz of Russia.

Also, on the basis of the Industry Method for translucent fireproof structures developed by the FOTOTECH Group of Companies, with the support of StekloSouz of Russia, an application will be submitted for the development of the corresponding standard through PC 24 "Window, door and gate units. Components and materials »TC 465" Construction "in the Plan for Standardization of National and Interstate Standards for 2019-2020.

One of the issues that prompted an active discussion was the report of Avangard LLC on the problem of the regulatory framework for regulating the requirements of antiterrorist security of facilities in the application of safe glazing.

On the basis of the long experience of "Avngard" LLC, appropriate methodological recommendations have been developed. It was decided on the basis of these materials to begin developing a sectoral methodology or recommendations that regulate the requirements of antiterrorist security of facilities when using safe glazing.

A great interest of the participants was caused by the report on new innovative types of products presented by LLC "Factory of the creative glass unit". These are innovative translucent structures based on double-glazed windows of increased rigidity and double-glazed windows with a transparent spacer frame.

A decision has been taken to support this type of product for promotion on the Russian market and to organize work to inform a wide range of consumers about new opportunities when using these unique double-glazed windows.

Considering that joint meetings of this format in the current circumstances are important, a collegial decision was taken in the future to hold meetings on a systematic basis.
