Rohm and Haas Company Elects David D. Glass Corporate Controller; Declares Quarterly Dividend

Rohm and Haas Company's Board of Directors today elected David D. Glass Corporate Controller, effective October 1, 2003.Mr.

Glass joined Rohm and Haas Company in 1985 and has held a number of commercial and financial positions since then, including Business Finance Manager in Europe, Business Development manager for Emerging Markets, and President of the TosoHaas Bioseperations Joint Venture. Most recently, Mr. Glass served as Director of Finance and Business Development for the Asia- Pacific region, as well as business manager for Coatings for Greater China.

Mr. Glass holds a B.A. in Accounting from Lewis University and a Master's Degree in International Business, Finance, and Economics from Northwestern University. He will be relocating with his family back to the Philadelphia area.

In other business, the Board of Directors also declared a regular quarterly dividend of $.22 per common share. This dividend will be payable on December 1, 2003 to shareholders of record on November 7, 2003.
